Four dates that changed commercial energy in NSW

The four dates

Read on their own, these are four news items about energy policy. Set on one line, they say something else.

November 2025: the 2026/27 Peak Demand Reduction Scheme1 target is cut to 0.5 per cent, down from 7.5 per cent2.

18 August 2026: NSW confirms three new battery activities under that scheme. 1 September 2026: the three activities commence. 1 October 2026: the federal small-scale scheme's solar eligibility ceiling lifts to 1 MW, subject to the regulations being made.

Design and compliance guidance for mid-scale solar is still to be published.

What they have in common

Commercial scale storage and mid-scale solar are being pulled into the upfront certificate world that residential rooftop has had for a decade.

The support arrives at purchase rather than accruing annually. The accreditation burden falls away. And in exchange, the residual risk moves onto certificate prices.

That last point explains the first date. A target could be cut in November 2025 without a single incentive being amended, because the value was never fixed in the first place. It sits in a market.

Three things that follow

These are assessments, not forecasts.

Mid-scale plausibly becomes the volume commercial segment. For years the design question has been how to stay under a threshold. It becomes how to engineer for the site.

Storage starts pulling solar behind it. Two of the three battery activities require an array at a fixed ratio, so the battery becomes the reason for the panels rather than the afterthought.

And certificate price becomes the main project variable. That sorts the market by who will carry the uncertainty honestly in a proposal, rather than by who quotes the largest number.

What it means if you are planning capex

Business cases shelved in the last two years were priced under rules that no longer apply. They are worth re-opening rather than re-deciding from scratch.

Design sequence matters more than it did. An array specified without the battery in view can fail the ratio. A battery specified without the array in view can produce a proposal that does not qualify at all.

And waiting for a better number is not a strategy when a certificate market sets the number rather than a program budget. There is no announcement to wait for.
